While it was initially thought that Abedi may have been a lone wolf, by Wednesday Greater Manchester Police Chief Constable Ian Hopkins told reporters authorities are now investigating a "network" of terrorists and have arrested six people in the United Kingdom - including Abedi's older brother.

Manchester-born Abedi, a university dropout, grew up in a Libyan family in the northwestern English city. Police in Libya have detained the father and brother of 22-year-old bomber Salman Abedi.

In Libya, counterterrorism authorities said they had arrested at least two additional members of Salman Abedi's family, including a younger brother suspected of planning an attack in Tripoli.

Officials at six USA intelligence and defense agencies, all speaking on the condition of anonymity, said they have seen no other change in intelligence-sharing with Britain and do not expect to see any.

Queen Elizabeth II visited victims of the attack at Royal Manchester Children's Hospital, telling 14-year-old Evie Mills and her parents: "It's terrible".
