Currently, the Philippine city of Marawi, located on Mindanao Island, is besieged by ISIS-linked militants.

Philippine flags were also flown at half-staff as the country mourned the killings of 13 marines in a fierce battle in Marawi on Friday.

But the military has struggled to defeat the heavily-armed gunmen, who have used hostages and pre-existing bomb-proof tunnels to entrench their positions.

The U.S. Embassy in Manila said without elaborating that U.S. special operations forces were providing help to Filipino troops battling the Maute and Abu Sayyaf militants in Marawi.

Lieutenant-General Carlito Galvez, a regional military chief, told reporters that the situation in Marawi is "most hard, deadly, bloody, and it will take days and months to clear up".

"Maybe it will be under military control within a week, or maybe a few days but it is not going to solve the problem", Sidney Jones, the director of Institute for Policy Analysis of Conflict, told AAP last week.

Palace spokesman Ernesto Abella said Duterte, through General Order 1, allowed Defense Secretary Delfin Lorenzana and AFP chief General Eduardo Año, as martial law administrator and implementor respectively, to decide on such matters.

As the conflict intensifies, the U.S. embassy in Manila said on Saturday American forces were providing assistance to the Filipino troops, although it declined to give details for security reasons.

The Armed Forces of the Philippines have been struggling to liberate the southern city of Marawi for weeks.

A spokesman for the Islamic State group praised jihadist attacks in the Philippines and Iran, in an audio recording broadcast Tuesday.

On Monday, the Justice Department asked the Department of the Interior and Local Government to allocate resources for the detention of members of the Maute terrorist group and their supporters.
