Kabul peace summit begins as truck blast toll reaches 150

At least 10 people were killed and several injured in a bomb explosion near a mosque in Herat in Afghanistan. Another 15 were wounded in the bombing which took place outside a mosque in the western city.

In the capital, Kabul, police say a rocket struck the Indian diplomatic compound without killing or wounding anyone. Taliban took responsibility for the rocket attack, but claimed to have hit North Atlantic Treaty Organisation headquarters in the capital.

Ghani appealed to the worldwide community to end "global terror" and cited the May 22 attack at Manchester Arena in England that left at least 22 people dead.

Afghan leaders met officials of two dozen foreign governments and institutions on Tuesday, launching a so-called Kabul Process aiming to set the stage for peace talks and clinch an worldwide pact to end "cross-border terrorism".

Ghani was addressing representatives from about two dozen countries and worldwide organizations at a one-day peace conference called the Kabul Process.

Then-U.S. President George W. Bush first sent special forces to the country 16 years ago after the September 11 attacks to topple the Taliban regime which sheltered al-Qaeda leader Osama Bin Laden.

A bomb blast was reported in Afghanistan's Herat province on Tuesday evening. Pakistan itself is the victim of terrorism as many people have sacrificed their lives in this regard.

"We're offering a chance for peace but we must also be clear that this is not an open-ended opportunity".

Earlier on today, Afghanistan's president invited the Taliban to peace talks, calling it their "last chance" to give up their 16-year insurgency and join the political process.

The push for a new peace process comes as U.S. President Donald Trump has yet to announce his plans for the region, with at least 8,400 American troops training Afghan forces and conducting counterterrorism operations.

Recognising Pakistan's "legitimate" regional security interests, he said they have offered appropriate guarantees of neutrality and continue to make an unconstrained offer for a state-to-state peace dialogue.

Past attempts at peace talks have failed.

So we again call on the Government of Pakistan to propose its agenda and a mechanism for that dialogue which can lead us to peace and prosperity, the Afghan president suggested.

Almost a week after the explosion, no group has claimed to have carried out the attack.
