Number of homeless counted in Los Angeles County up sharply

Los Angeles County is seeing a steep increase in homelessness this year, according to a new count. About 2,700 chronically homeless people were placed into permanent housing past year, according to LAHSA. Mostly, however, he blamed the cost of living.

"We can't let rents double every year", he told reporters.

The homeless population in Los Angeles County, California went up 23 percent in 2017, quadrupling last year's percentage increase.

While national numbers for 2017 have not yet been released, until previous year homelessness had trended downward in the US. The number of transition-aged youth (meaning ages 18-24) rose 64 percent.

There are questions, ultimately, about how much local government can do.

Ricky Riller carries his belongings and dogs in shopping carts before sanitation workers sweep the homeless encampments in the Manchester Square neighborhood in Los Angeles. L.A., like other regions, participated in former President Barack Obama's challenge to end veteran homelessness by the end of 2015. The most common dwellings remained makeshift shelters and campers. "We knew well intuitively that the uptick could be perceived", said county Supervisor Mark Ridley-Thomas. In March, LA county passed Measure H, which will provide an estimated $355 million annually for services and programs to combat homelessness. It found that 60% of the people on the streets were homeless for the first time, with 8,000 people becoming homeless within the past year. City officials committed $100m (£77m) to tackling the problem.

The spike comes despite approximately 9,000 people being housed in the past year in the city and county, according to Mayor Eric Garcetti, who attended the presentation of the numbers at LAHSA's Downtown headquarters.

But the scale of the increase this year has surprised them.

"Today I am not discouraged at all by this data". "More and more people are on the precipice of homelessness".

Homelessness grew in many parts of the county.

"Voters put their trust in us by passing Measure H and Proposition HHH, to deliver the housing and services that people on the streets desperately need".

Davis-Lockyer, who was appointed by Supervisor Janice Hahn, was nominated by the Los Angeles County Board of Supervisors to serve in place of Commissioner Owen Newcomer, who resigned.

Garcetti has also proposed an affordable housing linkage fee on new residential development, which would require the developers of certain market-rate projects to include affordable housing on site or contribute to a fund that supports new affordable housing production. The San Gabriel Valley saw a 31 percent rise. Central Los Angeles recorded the largest numerical increase of 3,500.

Homelessness jumped the most among Latinos (up 63 percent), followed by Asians (up 31 percent) and Blacks (up 28 percent). Among white people, there were 2,145 homeless and 1,298 who were Black/African American.

The number of people reporting substance abuse disorders dropped.
