World leaders push back after Trump withdraws from climate pact

The earliest possible date for America's official withdrawal from the Paris agreement is November 4, 2020 - the day after the next USA presidential election - although Trump's current term in office is not due to end until January 20, 2021.

That process is what gave Mr Trump the authority to withdraw from the deal, but the United States will still need to go through a formal four year withdrawal process as outlined in the agreement text.

He said under the Paris deal, developed countries agreed to set economy-wide reductions in greenhouse gas emissions while developing countries "should continue enhancing their mitigation efforts" with the aim of achieving economy-wide absolute reductions eventually.

While UN officials stress that it could take several years before there is a proper understanding of the implications of a U.S. withdrawal, they also say the deal was structured to require action at multiple levels of government, not just federal.

The bipartisan US Conference of Mayors (USCM) said in a statement that "mayors have vowed their continued commitment to reduce greenhouse gas emissions to alleviate the impacts of global warming despite what happens at the national level". The decision has no direct impact on major US regulations on power plants and vehicle rules now aimed at reducing carbon emissions, although those are now under review by Trump as well. But House Democratic leader Nancy Pelosi of California called it "a stunning abdication of American leadership and a grave threat to our planet's future". After all, we're the United States.

China and the European Union are two of the three biggest economies in the world with a large carbon footprint. Beijing, however, has reaffirmed its commitment to meeting its targets under the Paris accord, recently canceling construction of about 100 coal-fired power plants and investing billions in massive wind and solar projects.
