In a memorandum dated October 10, Duterte ordered the Philippine National Police, the National Bureau of Investigation, the Armed Forces of the Philippines, the Bureau of Customs, the Philippine Postal Office and other "ad hoc anti-drug task force" to leave the implementation of the drug war to the PDEA.

Philippine President Rodrigo Duterte said he hoped a shift to target big networks in his "war on drugs" would satisfy "bleeding hearts" and interfering Western states fixated on the high death toll in his crackdown.

Chief Superintendent Dionardo Carlos, the PNP spokesman, said they would follow Duterte's order, adding the police could now focus in their anti-criminality operations and "internal cleansing" to rid the agency of "scalawags" for their involvement drugs and other crmes.

Nonetheless, PDEA was up to the task.

On March 6, the PNP officially relaunched its campaign against drugs dubbed Oplan Double Barrel Alpha Reloaded.

He also instructed the PNP to merely maintain police visibility "as a deterrent to illegal drug activities".

The police have been heavily criticised for their brutal way of handling drug-related arrests.

Duterte, who easily won the race to Malacañang past year on a brutal law-and-order platform, has stoked global alarm for activating his fierce anti-drug campaign. "If the crime is being committed in our presence and we have personal knowledge that a crime is being committed or is about to be committed we will effect the arrest", Madrid said.

On January 30, 2017, Duterte instructed the PNP to dismantle all its anti-illegal drug units and "cleanse its ranks" of corrupt personnel following the kidnap and murder of a South Korean businessman inside Camp Crame.

"It's not a question of failure; it's a question of more effectivity, optimizing the efforts, and they are widening the scope of responsibility", Abella said in a press conference.

Thousands have been killed since he launched his controversial war on drugs in 2016.
