Report judges West Yorkshire Police as 'good' for treating people with respect

Her Majesty's Inspectorate of Constabulary and Fire and Rescue Services (HMICFRS) were looking at "legitimacy" as part of their overall PEEL assessment, having recently looked at "efficiency".

She said: "Notwithstanding the concerns set out in HMICFRS's report, I have no doubt North Yorkshire Police are working hard to improve the diversity of our workforce and areas of business like Stop and Search and Independent Advisory Groups".

"The force scrutinises its use of stop and search powers well, but must improve its understanding of how its officers and staff use force".

The report also suggests that the use of stop and search on black people "might be based on weaker grounds for suspicion" than its use on white people, particularly in respect of drugs. However, during this period stop and searches on white people decreased by 78%, but only by 66% for black people.

Cops use stop and search powers under Section 60 of the Criminal Justice and Public Order Act 1994.

Officers were given guidance past year that the smell of cannabis, on its own, would not normally justify stopping and searching someone, but the Inspectorate of Constabulary said many officers were unaware of this.

"Forces must be able to explain the reasons for any disparity in their stop and search figures if they are to enhance the trust and confidence of all communities".

As home secretary Theresa May did bring in limited reforms of stop and search, which meant that cops had to record the outcome of each one.

The report looked at the concept of legitimacy, which it says is necessary for the UK's model of policing by consent.

"The force understands the importance of treating people with fairness and respect and continues to emphasise the standard of behaviour it expects from the workforce".

The inspections focussed on three main questions: how forces treat the people they serve with fairness and respect; how well they ensure that their workforces behave ethically and lawfully; and to what extent do they treat their workforce with fairness and respect.

"The force provides the public with clear, useful and accessible information about how to make a complaint".

He added: "Stop and search should be regarded as a safeguarding power".

A third of white suspects searched for drugs were found to be carrying them, whereas a quarter of black people stopped by officers were found to be in possession of them.
