Sheriff: Florida Mayor Used Parking Permits of Dead People

A Polk County mayor was arrested Tuesday after deputies said she used a deceased persons handicapped permit to park in a handicapped spot at Davenport City Hall.

"She not only violated the law", Sheriff Grady Judd said in a statement, "she embarrassed the citizens of Davenport".

Clearly, someone had a problem with it, and whoever that was dropped a tip with the Polk County Sheriff's Office to look into her parking situation.

Davenport is a small city situated in central Florida. Bradley has served as mayor since 2013 and was re-elected on April 4 to a third term with 63 percent of the vote, or 307 votes.

When deputies searched her home, they found two handicapped placards meant for two different people, one of whom has been dead since 2012 and the other 2015. Deputies however did not mention how Bradley obtained the handicap placards.

Footage captured that evening showed Bradley parking her Crown Victoria in one of only two spots outside the building.

"She had a placard, so I never questioned", Callihan told The Washington Post - though in retrospect, he said, he never noticed anything physically wrong with the mayor. She allegedly placed the placard on her mirror before exiting.

She placed a handicapped placard on her mirror before getting out of her vehicle and then removed the placard when she got back in the auto. Deputies found that the placard was issued to Evelyn King Letterman, who died August 29, 2012, and had a true expiration date of October 30, 2013, authorities said. Official records from the Polk County Tax Collector's office confirmed neither Bradley nor her husband were issued a disabled placard of handicapped license plate by the state.

Jail records didn't indicate if Bradley had an attorney.

They said the video also showed her taking a large wheeled briefcase out of her trunk and walking into City Hall without assistance.

She was arrested the next day and charged with identity theft, counterfeiting a decal and illegally parking in a handicapped spot.
