Other parts of the proposal included incentives to locate the headquarters in a distressed area of the city, tax credits to invest in rural broadband, individual income tax deductions for Amazon employees who relocated to Missouri and refundable contribution tax credits in return for Amazon's investments in science and technology-focused educational programs for Missouri's youth.

Amazon reviewed 238 proposals from across the U.S., Canada, and Mexicoto host HQ2, the company's second headquarters in North America. Major cities including Los Angeles, Boston, Chicago and New York City were also on the list of finalists.

New Haven made a bid to host the new Amazon headquarters in conjunction with Bridgeport in October 2016, after the state selected Hartford and Stamford for Connecticut's submission.

Despite Amazon's choice, Nemerson said he believes that CT is and will continue to be an attractive place for businesses, citing falling crime rates and rising downtown property values in CT cities like New Haven and Hartford.

In the news release, Holly Sullivan with Amazon Public Policy thanked the 238 communities that submitted proposals. In the meantime, the top 20 cities represent the places wherein Amazon's HQ2 will be in an area with at least one million people and ready access to an worldwide airport.

Amazon did not specify what set the 20 finalists apart from other applicants in their release but Duerk said flushing out the details of what sets Miami apart from its competitors will be the next phase of the process. "We are very excited and committed to putting in the effort thats required to bring it home".

Called HQ2, the new facility will cost at least $5 billion to construct and operate, and will create as many as 50,000 high-paying jobs. "Really, it will be pervasive in terms of impact", Duerk said.

Amazon expects to make a decision sometime this year.
