Manafort, 68, who advised Republican presidential candidates in the 1970s and '80s, later moved into lobbying and political consulting, working with foreign leaders to ingratiate themselves with Washington. And he has been criminally charged with performing and hiding extensive illegal services for pro-Russian political parties in Ukraine. Given that all of our intelligence agencies have concluded that Russian Federation did in fact interfere in the 2016 election in support of Donald Trump, with even the present CIA director Mike Pompeo admitting it, Thomas seems to be saying no one in any of those agencies is a reasonable person. None of the charges are related to his work on Trump's campaign or alleged collusion with Russian Federation, which Mueller was appointed to investigate. It gets that from the president's inherent authority to investigate crimes and bring criminal charges on behalf of the U.S.

The indictment charges Manafort with the "very conduct he voluntarily disclosed" three years before Mueller's appointment, the complaint says. He's suing Donald Trump's Department of Justice. Those norms include the expectation that the president won't politicize the prosecution power. They can seek additional resources should their investigation require them.
