He added that the Trump administration "won't politicize this the way the Obama administration did in 2013".

Mulvaney argued that times are different because Democrats support everything in the bill to open the government, even though the resolution does not include a solution for so-called Dreamers.

Mulvaney said, "President Obama wanted that shutdown". "You can not convince me that the Obama administration did not weaponize this for political purposes". He explained on Sunday that he thought the fact was "interesting from an academic standpoint".

The federal government has shut down at the stroke of midnight Friday.

A potential shutdown would not impact US military operations overseas and the department will continue to fund specific national security priorities that are exempt from the shutdown. They will be continuing to guard the country and do the necessary and important work that they're doing.

But all military personnel on active duty "will not be paid until such a time as Congress makes appropriated funds available to compensate them for this period of service", the memo states.

He told Mulvaney, "You do not have your own house in order".

"They need to open the government tonight or tomorrow and then we can start talking", Mulvaney said on CNN. "That I think is the most harmful impact".
