Some Republicans voted against the resolution protesting the constant short-term funding process that makes it hard for the Department of Defense to budget long term. Ileana Ros-Lehtinen, R-Fla., and Carlos Curbelo, R-Fla., are aligning with Democrats in complaining that the bill lacks a DACA fix.

If a shutdown were to occur, McConnell told members he would leave the chamber session, according to Politico.

President Donald Trump is on record as supporting the continuing resolution as written. But now Democrats have an easy counter argument: the president wants the measure out of the bill.

In a telephone interview, the Allentown lawmaker said he's voting yes because the plan, which would keep the government open through February and avert a shutdown that could start as soon as Friday, includes several key components.

KELLY: I mean, throughout the day, we've been talking to Democrats and Republicans on the Senate side saying they're not going to vote for this bill no matter what.

Former Republican U.S. Rep. Joe Walsh, now host of "The Answer" on AM 560, says he would welcome a shutdown.

"If the Democrats choose to shut down the government, if that hypothetical situation happens, then yes of course the Senate will remain in session", said Antonia Ferrier, a spokeswoman for McConnell. (What was that about "legislative arson"?) Democrats and the Obama administration rejected this, and almost 800,000 federal employees were out of work without pay for 16 days. And they want to make sure those people are protected.

Congress is now only hours away before the government could shut down.

Walsh says that after recent Democratic gains in areas that supported Trump in 2016 he fears that Republicans could be swept away in the 2018 midterm elections. He would have to see what a shorter continuing resolution would look like, he said, but "I don't think we're gaining much by doing two- three- and four-week CRs". They won't acknowledge the Democrat wave that is coming.

"We don't know if they'll come to their senses or not", he said about holdout Republicans.
