May proposes security treaty with European Union after Brexit at Munich meeting

As part of her trip to Germany, the Prime Minister will outline her wishes for a future security EU-UK partnership in a speech at a security conference in Munich on Saturday.

Mrs May emphasised she was unconditionally committed to European security, warned against competition between Britain and the rest of Europe and said that both sides should do "whatever is most practical and pragmatic in ensuring our collective security".

This can not be a time when any of us allow competition between partners, rigid institutional restrictions or deep-seated ideology to inhibit our co-operation.

"I want to say that I am not frustrated, I am curious how Great Britain imagines our relationship to be", she said, describing the talks as "a very candid exchange".

May tried to strike a more reconciliatory tone in her speech than she did in her letter to the European commission last March, leading at the time to accusations of blackmail.

In a speech to the Munich Security Conference she will urge countries to show "real political will".

He said things would be much easier without Brexit, to applause from the hall.

The tensions led Sigmar Gabriel, the German foreign minister, to lump the U.S. with China and Russian Federation as powers that "try to test and undermine the EU's unity".

But she repeated her insistence that European Union courts will have no say over Britain's internal affairs after Brexit.

Many leaders of EU member states recognise that the United Kingdom, which has the second biggest defence budget in North Atlantic Treaty Organisation, has resources and expertise that the bloc would come to sorely miss, but others take the view that dropping out of the single market and refusing to adhere to judgements of the European court of justice (ECJ) means the country would no longer be able to participate in joint institutions such as Europol, EU police databases or EU military missions.

"We have, at different stages, set out and clarified different aspects of the future relationship that we want to have with the European Union". "European military co-operation is no alternative to North Atlantic Treaty Organisation", he said.

The meeting was held by Bruno Kahl, head of Germany's BND foreign intelligence service; Bernard Emie, chief of the French security agency DGSE; and Alex Younger, head of Britain's MI6.

Many on the European Union side, however, believe the ECJ will be essential to provide ultimate judicial oversight to the standardised data-sharing rules that underpin the EU's security rules.

Her warning to European Union leaders is blunt.

One EU official told Reuters a security deal would likely wait until after Brexit was finalized.

These now come under the jurisdiction of the European Court of Justice and there are fears that Brussels could undermine a deal by making unreasonable demands about the role of the court.

"Because as the threats evolve, as they grow, as they don't recognise borders, so we need to continue that cooperation and be able to adapt to the threats as they come".

Extradition on arrest warrants would cease. "There is no legal or operational reason why such an agreement could not be reached in the area of internal security", she said. There was no going back on the result of the June 2016 vote, she said.

Asked whether she viewed the Prime Minister's wish for a bespoke Brexit deal, not based on any current models, as "cherry-picking", the Chancellor replied: "In the end, the outcome needs to be a fair balance, that deviates from the single market and not as close a partnership as we've had, but I think one can find that".
