President Trump Tweets That He Has Signed Spending Bill

That deadline was midnight. A sweeping bipartisan vote is expected on the measure, which is attached to a huge budget agreement, but the timing and outcome of a House vote are less certain. Services deemed essential would continue, including Social Security payments, the air traffic control system and law enforcement.

The Senate's Majority whip sounded a bit frustrated by the holdup. Sen.

"I understand [Paul] wants to make a point and he's done that, but to shut down the entire federal government at midnight tonight is just grossly irresponsible", said Sen.

The Senate is likely to vote to reopen the government in the wee hours Friday.

The agreement would increase the government's borrowing cap to prevent a first-ever default on USA obligations that looms in just a few weeks. Vice President Mike Pence, in South Korea for the Winter Olympics, said the administration was "hopeful" the shutdown would not last long. The federal government briefly shuttered for the second time in less than a month overnight, after Kentucky Republican Sen.

"I'll support it", Rep. Peter King, R-New York, said.

He says senators will likely pass the bill, adding, "They'll be exhausted and ornery, but it's their own fault". House Speaker Paul Ryan says he will bring to the floor an immigration bill that Trump supports.

Hoyer's overture comes as Republican Sen. Rand Paul held up voting on the broad measure Thursday evening in hopes of obtaining a recorded vote on reversing its spending increases.

John Thune, a member of the GOP leadership, said.

"The Office of Management and Budget is now preparing for a lapse in appropriations", an OMB official said. Rand Paul prevented the deal from passing Thursday.

Approval of the measure in the Senate seemed assured — eventually — but the situation in the House remained dicey.

Saying that the Senate has officially passed the bill to end the shutdown, and to raise spending limits over the next two years. Up to the final minutes, it was not clear the bill would pass and many Democrats held their votes, allowing the tally to creep slowly and giving no indication which way it might fall.

"It has required concessions, sometimes painful, by both sides", said Senate Minority leader Chuck Schumer. He spoke as he left a closed-door meeting of party lawmakers.

"We will solve this DACA problem", Ryan said just before the vote. But Democrats also had their divisions and wrangling, largely with liberal upset the measure was not tied to any plans to assist the "Dreamer" immigrants.

The House of Representatives early Friday voted to approve a massive, 2-year budget package that also funds the government through March 23, ending a brief government shutdown.

President Trump tweeted at 7:39am Central time. "And it will ensure funding for important efforts such as disaster relief, infrastructure and building on our work to fight opioid abuse and drug addiction".

The U.S. Office of Personnel Management sent an email to federal government employees at 12:06 a.m. citing the expiry of funding and advising them to consult their agencies "for guidance on reporting for duty".

Included in the bill was a roughly $300 billion increase in spending for defense and non-defense programs over the next two years, another $90 billion in disaster-relief funding for places like Texas and Puerto Rico, and extensions to parts of the tax code and programs in Medicare.

Most Democrats opposed the measure, following the lead of Minority Leader Nancy Pelosi, D-Calif., who tried but failed to use the moment to secure a promise for a separate vote on immigration.

The White House backs the Senate deal.
