'Potential carve-outs' for Canada, Mexico on tariffs, White House suggests

Efforts by Trump and United States trade negotiators to link the NAFTA trade pact talks to the duties have been heavily criticized by Ottawa and Mexico City.

He has also left open the possibility of later excluding allies such as Australia. The tariffs take effect in two weeks.

Prime Minister Justin Trudeau tells Breakfast Television Toronto that he'll be waiting to see the details.

The British government said tariffs "are not the right way to address the global problem of overcapacity" and said it would work with European Union partners "to consider the scope for exemptions outlined today".

"It's going to give us an opportunity and one of the best guys in the administration, Ambassador Robert Lighthizer [the U.S. trade representative], to negotiate a great deal for this country, and if we get that, then all's good with Canada and Mexico".

Last week, during a meeting with executives from America's leading steel and aluminum manufacturers, President Trump announced his new policy.

The tariffs aren't being imposed just as a "negotiation ploy" for updating NAFTA, Ross said.

The President's foray into tariffs is getting complicated.

American steel and aluminium workers have been betrayed, Mr Trump added, but "that betrayal is now over".

"The issue will be in West Michigan if this blows into a trade war".

Tokyo and Brussels rejected any suggestion that their exports to the United States threatened its national security - Trump's justification for imposing the tariffs despite warnings at home and overseas that they could provoke a global trade war.

"If we're in NATO, he wants to make sure that NATO gets more money so that NATO can protect all of us and fulfill its goal", Mnuchin said, underscoring Trump's push to get NATO allies to pay 2 percent on defense. House Speaker Paul Ryan of Wisconsin said he disagrees with the tariffs and will "continue to urge the administration to narrow this policy".

The spokesman reiterated the secretary-general's offer to "do whatever he can to help facilitate the process".

At play is the most immediate of the EU's proposed three-pronged response to the Trump tariffs.

At the least they would add to the legal mess surrounding what is expected to be a clash of titans in the WTO if Mr Trump presses ahead with the tariffs, as he insisted he would on Monday.

The president triggered anxiety last week when he said a global trade would be "easy to win" and issued a threat in particular to German carmakers, one of which, BMW, runs a major plant in the US.

In Michigan, those most impacted include automakers, the craft beer industry - companies like Founders Brewing Co. - and also furniture makers like Steelcase, which said in a statement that the tariffs will have "negative and unintended consequences".

In currency markets, the Canadian dollar closed at an average trading value of 77.36 cents USA, up 0.12 of a U.S. cent.

"Many members said they had fears of tit-for-tat retaliation which could spiral out of control", the trade official told reporters. "Congress can not be complicit as the administration courts economic disaster". But that would probably require Congress to muster an extremely hard two-thirds majority to override a Trump veto.

They also could challenge the law itself, claiming Congress delegated to the president too much of its constitutional authority to regulate foreign trade when it passed Section 232, Bhala said, or try to identify defects in the process that Trump and his Commerce Department used in bringing the tariffs forward.

My guess is that Trump will use this procedure to redress trade wrongs that he thinks are being committed by countries like China as the price of resuming tariff-free shipments of steel and aluminum products to the U.S. And there are, indeed, grievances to be addressed, after eight years of an administration that was uninterested in looking out for American interests.

Michelle Lujan Grisham, a Democrat running for governor of New Mexico, called the tariff hike "short-sighted" and could result in economic pain for New Mexico farmers.
