But one thing was clear last week: Any maneuvering in the brewing showdown between California Rep. Kevin McCarthy and Louisiana Rep. Steve Scalise for House speaker was occurring below the radar, and the leading players were choosing their words carefully.

Still, McCarthy was reportedly instrumental in watering down provisions slashing mortgage interest and state tax deductions, which hit California "harder than nearly anywhere else in the country", the newspaper reported. But, like other GOP leaders, Ryan was a lot more outspoken about their differences before Trump became president.

Ryan abruptly announced his retirement Wednesday. Ryan was a protege of the late Jack Kemp, the quarterback-turned-legislator who was the prime advocate starting in the 1970s and '80s of an opportunity-based, inclusive and tolerant Republican conservatism.

Agree or disagree with him, Ryan has, throughout his almost 20-year political career, been a down-to-earth nice guy, a public servant who believes in the clash of ideas over personal attacks and that public service is more about policy than politics.

Strong voices guided Paul Ryan's political career, and in the end, drowned him out. "With Paul, this was a Republican Party they could still give to".

On some level the impact is symbolic.

Regardless of the reasons behind Ryan's departure, what will be most remembered about his tenure was his rise as a deficit hawk brought into the Speaker position by the Tea Party movement, to his fall of political prominence as a Trump enabler. For Republicans fighting for their political survival, it's hard not to take Ryan's decision as a vote of no confidence. While it is all but mathematically impossible for the Republicans to lose the Senate, the House is a different story. "Democrats are going to walk a mile on broken glass to vote against the president".

On Thursday, Ryan dismissed suggestions from some corners that it would be best if he stepped aside now instead of in January.

"My plan is to stay here and run through the tape", Ryan told reporters, noting he had "shattered" fundraising efforts by previous speakers, more than doubling his $20 million goal.

Though Ryan may fundamentally believe that the best outcome for America is one in which the wealthy benefit from low taxes and low accountability, while the poor are cut from economic safety nets, most Americans do not think that way.

But a fight between two Republicans - for lawmakers' affections and donor dollars - would certainly be a distraction.

Ryan's allies insist the party's top fundraiser and champion of a crisp GOP message remains in full force.
