Haiti permanently bans scandal-hit Oxfam

The Haitian government said Wednesday it has permanently banned worldwide charity Oxfam Great Britain from operating in the country following a scandal over sexual misconduct by some of its workers there. Haiti had already temporarily suspended the right to operate.

Oxfam responded to the decision in a statement on Wednesday, apologizing again to the Haitian government and its people.

In a statement, three ministries, including the Planning and External Cooperation Ministry, said they were withdrawing Oxfam Great Britain's status as a non-governmental organisation "for violation of Haitian law and serious violation of the principle of the dignity of the human beings".

The former head of Oxfam's operations in Haiti admitted having a sexual relationship with a woman he helped in the aftermath of 2010's natural disaster but denied using prostitutes.

The statement also noted that since stronger measures have since been implemented to prevent abuse, including a hotline and safeguarding team.

Oxfam, which had been present in Haiti since 1978, greatly increased its presence there following the catastrophic natural disaster of 2010, as did scores of other nongovernmental organizations.

Roland van Hauwermeiren wrote an open letter in which he said he was "deeply ashamed" by aspects of his behaviour.

"I think that this journey will best be led by someone bringing fresh vision and energy and making a long-term commitment to see it through".
