NCAA announces transfer, redshirt rule changes

Previously, college coaches were able to block the transferring athlete from certain schools, and the athlete was required to obtain permission for schools to contact him. Instead of a student-athlete asking for permission to transfer from his or her school, the student-athlete will now simply inform the school of his or her decision to transfer.

The NCAA announced on Wednesday a change to its redshirt rules, which will now allow a player to participate in up to four games without without losing his redshirt. The policy will not go into effect until October 15.

"What I like about the four games, and the model that I think we would use, is you play the first three games to see who can actually do it", Franklin said during spring practice.

The previous transfer rule, which required student-athletes to get permission from their current school to contact another school before they can receive a scholarship after transfer, was meant to discourage coaches from recruiting student-athletes from other Division I schools.

Alabama coach Nick Saban had been one of the proponents of this policy, which allows young players to gain valuable in-game experience while providing an added insurance policy for injuries that occur throughout the season.

"The change promotes not only fairness for college athletes, but also their health and well-being", said Miami (Florida) athletic director Blake James, who doubles as the chair of the Division I council. Instead, the NCAA is creating a database in which schools must input a transfer candidate's information within two business days of that player filing their transfer paperwork. Conferences, however, can still put rules in play that forbid student-athletes from transferring within the conference without sitting out a year or some other stipulation. Golfers, tennis players and other athletes in traditionally nonrevenue sports can transfer one time without sitting out. The NCAA release does say, however, that conferences can still make rules within this process that are more restrictive than the national rule.

The NCAA said legislation that governs when a Power Five school can reduce or cancel financial aid for an athlete may be looked at next week. The autonomy conferences will consider, by an electronic vote, two different proposals to allow schools to cancel the aid.
