Senators Praise McConnell on Canceling August Recess

Iowa Republican Sen. Chuck Grassley is among those who are uncommitted.

"I am also deeply humbled that my colleagues saw fit to do me the undeserved honor of designating this year's NDAA in my name", McCain said in a statement last month.

The Republican Party, which now holds 51 seats in the chamber, hopes to take advantage of its majority before the upcoming midterms to push more legislation through the pipeline in the three extra weeks.

Several lawmakers have said justifying tariffs on national security grounds was hurting USA credibility and inviting retaliation that would hurt an otherwise solid economy. He reluctantly signed the $1.3 trillion spending bill in March as a matter of national security.

One possibility under consideration is to attach the legislation to the National Defense Authorization Act, a must-pass military spending bill that will be debated on the Senate floor later this week and could be put to a vote as early as next week.

House Majority Leader Kevin McCarthy is accusing Senate Majority Leader Mitch McConnell of pushing the legislative agenda even further down the congressional calendar.

"These are actually responsibilities of Congress that we gave away in 1962 and what this would do is redefine that and say that the president would go through the same steps that he goes through", Corker said.

"He regards himself as a free trader".

"There's 55 senators supporting this bill", Pallotta said.

As president, Donald Trump has insulted U.S. allies and top Republicans, threatened nuclear war on Twitter, shared top-secret intelligence with Russian Federation, and pushed immigration policies that are ripping apart families and damaging the US's image overseas. Bob Corker, R-Tenn., saying he preferred to focus on "getting bills passed". "In 12 town meetings in northwest Iowa that's what I constantly heard". "I do not plan on going anywhere, at any point, in August".

"Under the trade law, the president has pretty much all the ability to do these things, so there's not much we can do to impact it".

Corker said Trump called him Tuesday to discuss the proposal, adding that he made no commitment to back off. He and other senators speculate that it's an effort to get better bilateral trade agreements or that it's an attempt to raise pressure for a renegotiated NAFTA.

"In general, what I hear from the conservative base in Wisconsin is, why aren't you guys supporting Trump?" Jeff Flake, R-Ariz. "If we believe our own rhetoric - on trade, tariffs and congressional prerogative - I hope it does come to a vote". "Now, if there comes a time that I realize it's not just horse trading and he's serious about starting a trade war, then I reserve the right to reconsider".

Republicans are working with the narrowest of majorities as Sen. David Perdue, R-Ga., who is opposed to tariffs, said that he now understands the president's process. Corker described the conversation as "heartfelt", and "fairly lengthy".

Corker, who plans to retire at the end of this year, joined with Pennsylvania Republican Pat Toomey to draft legislation that would allow Congress to review and approve tariffs that are based on national security concerns.

The groups - Freedom Partners Chamber of Commerce, Americans for Prosperity and The LIBRE Initiative - are calling on Congress to exert oversight by requiring House and Senate votes on any new tariffs.

Congress has the authority in the Constitution to oversee trade.
